Useless at Zero Income

“The budgeting worksheet is useless when you have zero income. I need information about applying for benefits and emergency assistance.”

That’s a direct quote from a resident evaluation. Read it again, and notice what it’s actually pointing out: a budget is a plan for allocating money you have. If you have none, the entire premise of the exercise collapses. It’s not that the worksheet was poorly designed. It’s that it was answering a question nobody in that room was asking.

Mezirow’s (1991) transformative learning theory argues that real learning happens through engagement with actual, situated problems, not abstract instruction disconnected from lived context. That’s the piece generic curriculum design tends to miss. A worksheet about monthly budgeting is abstract instruction. Knowing exactly which emergency assistance program to apply to this week, and how, is situated, consequential learning.

We don’t hand someone a fixed curriculum on day one and expect them to adapt to it. We assess what’s actually true about their situation first, zero income, pending eviction, active benefits application, and sequence the content to match. Someone with zero income doesn’t start with budgeting. They start with the exact resource navigation this resident was asking for.

It sounds like a simple fix. In practice, it requires a program structure flexible enough to reorder itself around each person, which is a much harder thing to build than a single fixed curriculum.

Has anyone else noticed this gap, where a standard piece of curriculum assumes a starting condition that doesn’t actually apply to the person in front of you?
