The Debt That Was Never a Choice

Some of the residents who come through Fresh Start Housing arrive already carrying debt they never agreed to.

Pogrebin et al. (2014) documented this precisely for returning citizens: parole fees, court-ordered fines, restitution, and debt accumulated simply from being incarcerated. These aren’t debts from a bad decision. They’re structural costs imposed by the system itself, and they exist before a person has had a single chance to work, save, or budget their way toward stability.

No numeracy skill fixes that. You can be perfectly capable of reading a repayment schedule and still be starting tens of thousands of dollars underwater through no financial choice of your own.

This is where the “just teach better budgeting” instinct really falls apart. A budgeting worksheet assumes the numbers on the page reflect choices you made. For a lot of the people we serve, the numbers reflect choices that were made about them, by a system, long before we ever meet them.

Financial literacy for this population has to start by naming that distinction honestly, not by treating every dollar of debt as if it were the same kind of dollar.
